Basically, the FCC wants to regulate what you can and can't view with your Internet service. You'd have to pay more for more content, sort of like cable TV. They would make your ISP pay to access content, and your ISP would, in turn, charge you for it. Imagine the following conversations (for simplicity's sake, assume it's the FCC that's speaking, since ISP's would really have no choice but to charge you if this passes; they have to make money somehow so that they can provide you with what you want without going out of business forever):
You wanna go on Youtube and watch some funny videos? That's an extra _____ per kilobyte of video. Lower your quality if you want to pay less. What's that? You want audio too? ____ dollars per day for the highest possible quality.
Wikipedia, Wikia, and science websites for you to base your essays off of or just to have fun? That's an extra ____ dollars per month. Wouldn't want to make your school life too easy, now would we? Go read a book or something! Speaking of books, you have to pay to browse websites where you can download books from, and an extra fee to actually download them.
Google? Well, since they make so much money, we can charge them directly. They started charging you? Well, that's because they're evil!
And so on. As always, the USA's government knows exactly how to screw things up for everyone but themselves and will continue to attempt doing so until they get it through their thick skulls that what they're trying to do won't work.
EDIT: I forgot to mention, but you can only sign that if you live in the USA, even though it will affect every country with Internet.
